I agree to eliminate grass cutting. Default to COG code for enforcement.

I agree to eliminate grass cutting. Default to COG code for enforcement. Anything not in the covenants is automatically covered by Gretna or Jeff Parish.

Gretna Code Enforcement does a "sweep" once a month. Is that efficient and sufficient to have the neighborhood retain its curb appeal? Is there some way TEIA can supplement code enforcement so as not to wait till Gretna gets to it? Does one call Gretna Code Enforcement out every time there is a violation of our covenants? e.g. The owner of the lot on Ciena second from the curb on Timberlane Drive insists on leaving the grass clippings as is when the lot is cut for the past year. It is an eyesore. A complaint has been made but by the time Gretna gets to it, the grass grows over. The resident at 118 Ciena, Miserendino, insists on keeping his garbage cans on the curb outside his garage facing Timberlane Drive all week. They are sometimes empty and sometimes full. They roll across the street when empty. When Gretna comes by they are not there. In the meantime, they are an eyesore for anyone coming in to the neighborhood.

I think it is still a good idea for "curb appeal type items" to be enforceable by the TEIA...so that we can issue a NOTICE. If it goes beyond that, then we revert to Gretna to enforce. But I do not like the idea of giving up the responsibility of the homeowners association to keep the neighborhood up to standards...that the purpose of HOAs

I do not think TEIA is giving up any responsibility to COG if TEIA Code Enforcement Committee is doing their job. It should be the responsibility of those serving on this committee, AKA Architectural/Code Enforcement combined in 2018, to drive thru the neighborhood noting any code violation. The committee member can either talk with the resident or report violation to the COG. Mailing or taping a threatening notice to a resident's door is not my idea of a community. In my experience as a member of Code Enforcement Committee, I found many residents did not realize they were violating neighborhood and/or city ordinances. A friendly reminder worked 9 out of 10 times. Also, I encourage residents to report code violations to the COG. COG Code Enforcement department will let the person reporting the violation know if the violation is the responsibility of the city or neighborhood. If the neighborhood is responsible for enforcement on a specific covenant, the first step should be a friendly chat and not a nasty notice. By the time you got past the 15 days or so before the hearing or whatever process we have not created yet, Gretna would have already cited. They were out citing grass just two days ago. Would TEIA send out mowers? at $50 a cut as written, it would be worth it. With the process we have, the time periods would make this an exercise in futility.

I agree with TEIA’s enforcement committee making rounds to make sure the properties are kept up to standard. I also agree that the first contact should be verbal and the next in writing if needed but to let Gretna do the enforcement.
